A layer of this flat black coating bonds with rusty metal and instantly chemically converts it into a different form of iron which inhibits further rusting on the surface. No need to sand down to bare metal, simply spray directly onto rust. Dries to a paintable, black protective barrier which may be topcoated later with oil-based paints. For indoor and outdoor use.
